1. GENERAL COMMENTARY:
Mr Wong is a graduate electrical and electronics engineer from Brighton University in the United Kingdom, and has an MBA from Stirling University in Scotland.
A previous employee with Paramount (B) Sdn Bhd and Bee Seng Air-Conditioning and Engineering Sdn Bhd (both are M&E firms), Mr Wong has 10 years experience in the Building Services Industry; as well as 9 years experience in the Oil and Gas Industry in the Brunei Liquefied Natural Gas Plant at Lumut Seria.
Mr Wong is an associate member of the IEE (Institution of Electrical Engineer, UK), and is registered with the DES (Department of Electrical Services) in the following two profession:
1.) as Professional Electrical Engineer, and
2.) as Provisional Mechanical Engineer.

3. WORKING EXPERIENCE:
- 1980 - 1986:

- Attached to the Electrical Engineering Department of Brunei Liquefied Natural Gas Plant Co. Ltd (BLNG) as an electrical technician.

- BLNG is a Natural Gas Liquefaction Plant, electrically self- sufficient, with four 11kV, 12.5 MW steam-driven turbogenerators. BLNG also has its own water treatment plant for processing water both for human consumption as well as for industrial cooling.

Test Section (1980-1982):
- Installation, periodic tests and calibration of Low and High-Voltage electrical protection relays used in the generation, transmission and utilisation of electrical energy. Also use of sophisticated instruments such as cable location and cable fault detectors, surge comparison testers (detection of faults in motor windings), echometers, pulse-reflection meters, etc.

Field Maintenance section (1982-1983):
- General installation, maintenance, and repair work on all Low and High-Voltage electrical equipment including the following:
- Troubleshooting and Overhaul of Motorised Operated valves, Welding Sets, LT and HT motors, Igniters, Emergency Generation sets;
- Troubleshooting and Overhaul of FUJI and REYROLLE Circuit-breakers from 240V to the 11kV Air and Oil operated Breakers;
- as an assistant project engineer, preparing work scopes for both in-house and contractor employees; supervising and detailing of work (such as the installation of electrical equipment for both the domestic and industrial sectors, e.g., the 11kV REYROLLE and MERLIN GERIN switchgears); work progression, scheduling of reports and material availability; organising of work permits, safety certificates, etc.
- Practical experience in both LT and HT (up to 11kV) Cable Joints and Terminations (compound or Heat-shrinkable),etc.

Projects Section (1983-1986):
- as an assistant project engineer, preparing work scopes for both in-house and contractor employees; supervising and detailing of work (such as the installation of electrical equipment for both the domestic and industrial sectors, e.g., the 11kV REYROLLE and MERLIN GERIN switchgears); work progression, scheduling of reports and material availability; organising of work permits, safety certificates, etc.
- 1991 - 1993:

- As an Mechanical and Electrical (M&E) Engineer with Paramount (B) Sdn Bhd, a Class 'A' M&E Contracting firm.

- My duties include project management; planning and scheduling; estimating project costs/expenses/profits; preparation of Minutes of Meetings; preparation of project reports, etc..

- Also included are tendering and submission of Tender documents; overall supervision of work in progress; timely ordering of materials; attendance of site meetings, regular inspection of condition of work sites and work progress; preparation of Progress Claims; etc.

- In the later part of my employment, I was alleviated to the post of Acting Manager for the interim in the absence of the General manager who left the company.

- My duties were to set up, to organise and to head a new M&E department, as well as tendering and securing of major projects for the company. Responsibilities include the setting up and the enforcement of applicable rules, regulations and procedures to ensure the smooth operation of medium-to-large scale m&e projects.; and setting up and maintaining an adequate level of safety awareness, practices and health consciousness among all employees.
- 1993 - 1999:

- As an M&E Engineer with Bee Seng Air-Conditioning & Engineering Sdn Bhd, - a domestic air-conditioning installation, servicing and maintenance firm.

- My duties were to set up, to organise and to head a new M&E department, as well as tendering and securing of major projects for the company. Responsibilities include the setting up and the enforcement of applicable rules, regulations and procedures to ensure the smooth operation of medium-to-large scale m&e projects.

- During the period of my employ, Bee Seng Air-Conditioning & Engineering Sdn Bhd was transformed from a Class 3 domestic air-conditioning installation and servicing firm to a full-fledged Class 5 M&E firm, capable of executing specialised M&E projects in HVAC Installation, Electrical and Fire Protection Installation, Refrigeration equipment and Cold Storage facilities.

- Other duties and responsibilities remain the same as that encountered in my previous employment with Paramount (B) Sdn Bhd.
